COUNTRY CONTEXT

MSF SGBV project in South Africa is strategically located in Bojanala district in North West Province’s platinum mining belt. Bojanala district with an estimated population of 1.5 million is one of the four districts of North West Province and is made up of 5 sub-districts namely Rustenburg, Madibeng, Moses Kotane, Kgetleng and Moretele. Rustenburg with an estimated population of 549,575 people is among the biggest sub-district and is one of the fastest growing cities in South Africa. The significant growth of Rustenburg population is attributed to the impact of presence of one of the world’s largest platinum mines industries where the mining industry provides around 50% of the all formal employment and accounts for 68% of Rustenburg’s economy.In Rustenburg, MSF supports the DOH in implementing the one-stop patient-centered model of care for survivors of sexual and gender-based violence which is called the Kgomotso Care Centre (KCC). The first Kgomotso Care Centre started operating in Boitekong clinic as a stand-alone structure from mid-2015 in Rustenburg. In the second half of 2016, MSF has extended support to two decentralized KCCs in Madibeng sub-district, which is Bapong and Letlhabile.

It is MSF policy to provide contraceptive options and safe abortion care as part of its response to women’s and girls’ health needs. Only those who are willing to implement and professionally support this policy should apply for this position.

PURPOSE OF THE POST
Overall responsibilities of the Clinic Manager:
Together with the Project Medical Referent, define, coordinate, and monitor activities in MSF stand-alone Kgomotso Care Center in Boitekong, and be actively involved in setting up DOH-integrated Kgomotso Care Center (KCC) in Thlabane according to MSF and DOH protocols, ensure the daily management and supervision of the KCC clinic under him/her, including coordination with DOH clinical managers and DOH staff, and management of MSF human, material, and logistical resources in the areas of operation to be able to provide efficient, appropriate, and quality care to clients in the centers.

Objectives & Responsibilities of the Clinic Manager:
Clinic and Project Management
Supervision of Boitekong KCC and Thlabane KCC services for survivors of SV, IPV, and other forms of violence. Support supply chain management and ensure the patients have satisfaction of the service.
Manage the MSF medical teams in both sites including daily management
Ensure proper management and running of the medical equipment and correct use of the dispensing drug cabinet.
Know, promote, implement and follow at all times the universal hygiene standards/ precautions. Supervise and train nurse-aid and cleaner in their work.
Carry-out and supervise administrative procedures and documents (fill in patients files, forms. Prepare monthly and quarterly reports. Participate in monitoring and evaluation of the project.
Support all activities in provision of family planning services and termination of pregnancy to women who are opting for it according to MSF protocol and activities to ensure this service is available consistently
Technical Support and Supervision

Provide technical support at the KCC clinics with regard to patient flow and triage, implementation of protocols and guidelines, clinic organisation, patient monitoring and referral.

REQUIREMENTS
Education
Registered professional nurse with the SANC (Required)
Masters in management is an advantage (desirable)

Experience
Five years of work experience in clinical practice in South Africa (Desired)
One year experience in management and development (Required)
Two years of experience in care for survivors of sexual and gender-based violence
Experience in family planning
Termination of pregnancy; experience working as a CToP provider (desirable)
Working for an NGO – (desirable)

Competencies
Cross-cultural awareness, Capacity to negotiate across all levels
Networking and relationship building, Ability to work with minimal supervision
Planning and organising skills, Excellent writing skills demonstrated through written reports
Excellent communication skills, Ability to work within a multi-disciplinary & multi-cultural environment

Languages
English (fluent spoken / written)
Proficiency in Setswana is an advantage

Conditions
One year fixed-term field contract (extendable)
Salary according to MSF-OCB Field salary scale. 100% Medical aid cover + 10% towards retirement
